There's a game called "The Fan", where you happen to have a girl you stalked and kidnapped in your basement.
Not the best game as far as gameplay goes, but the rarity of being able to play such a person makes up for it.
It's well worth trying out.
I'd avoid Hitman and Assasin's Creed, personally.
Yes, it's fun to play a hit-man or assassin, but it's a fairytale.
Both games lack the proper serial killer feel.
The kind of stalking someone for real. They're all work and no play, if that makes sense.
Hatred is a good concept, but I seem to recall it being more of a shooter game with old-fashioned graphics that a real serial killer.
If you're looking for something TRULY twisted, there is a text-based game with visual images called "Raptus".
But you won't find it on Steam. (It may go against Steam policies, and quite possibly the law in general, but it's a GREAT game! ...if most defiantly 18+ with focus on erotic content and very little consent involved. Although much of that is up to the player of course.)
I HAVE heard that Manhunt is supposed to be a bit of a game where you play the killer, but it also is a case of you being hunted by a bunch of killers, so it again lacks the proper serial killer experience.
I wish there was a game based on "Dexter", both the book series and tv series is a pretty good portrayal of a serial killer.
But if that exists, I have not seen it.
You could try the Lucius (1, 2 and 3) series.
You play a child that is essentially the same kid as in the movie The Omen, and sneak around and arrange 'accidents' to kill people.
Not exactly a typical serial killer game, but pretty fun non the less.
"Sickness" is another potential game for you.
While more of a visual novel than a game, you are indeed a serial killer in it --or at least have very violent impulses.
The story is intriguing as well.
Not perfect, but pretty good.
In "Cannibal Tales" you sadly do not play a serial killer, but I suspect you may be dating one.
Or become stalked by one.
Or become one.
The ending of the first game was ambiguous. I am still waiting for the continuation to drop.
I really wish there was more realistic games of this type tho.
My best bet is to suggest you google it and stalk Patreon for games.
The best games of all are on Patreon, and may never even reach Steam.
(Although some Patreon games -have-, eventually, come to Steam, so you never know.)

Not a serial killer game, but it is a weird psychopath romance fantasy.
Its a third party game, just look it up Its easy to find.
