3.Darkest Dungeon ( Very challening and can be furstarting sometimes )
4.Original Fallout ( It's expectionally challening, if the character has a low intelligence. )

Not like either of the games you mentioned, but it's brutally dark.
It's also brutal to play period as in one of those games where back in the day, you would have to take notes on every choice and permutation that resulted in death and click on every single pixel of the screen until you found a hidden object, lever, etc. allowing you to advance forward...and die again. Not in a fun way but in an abusive way. Great story, great author, just a very self-punishing game to play.

If you like Silent Hill games, I think you'd appreciate Rule of Rose. It's console, not on Steam but really dark and sad world. Great game.
Does the genre matter? I can't tell if you want actual dark games or want a specific genre.
The following are all different genres but super dark and the world building is intensely depressing as well. I like disturbingly dark games a lot so the list got a bit longer.
