So, setting aside completely buggy mini-dev project that got played by just 10 people, you're probably looking at a game like The Culling 2 or Ride to Hell, both of which no longer exists because of how bad they are. Or, even though they may be positive overall, the widespread disdain for PUBG and GtaV. Those would be a starting point to look for the most hated game on Steam, at least.
Though, if you're counting more than just Steam reviews, like all-time reputation, then it's probably John Romero's Daikatana.
