The HECU (or Harzardous Enviroment Combat Unit) specializes in fighting in indoor combat situations or unconventional enemies (such as aliens like in XEN).They are highly specialized marines with the PCV vest and a wide range of weaponry.

The MTF epsilon-11 ninetale fox are trained to contain dangerous SCP and they consist specialist which are sent out in rare cases or in a end of the world scenario,and they wear basic bullet proof vest and also veterans.

No vehicles,no any other help from the outside,all 10 of em lookin for eachother in the area of black mesa,they have absolutely no clue of the layout of the facility so who'll win?

First of all, what the hell is what that name? Male-to-Female Episode-11 Nine-tailed Fox? They need to get a name that doesn't take longer to say than the rest of the sentence that follows?

Obviously HECU wins because it's faster to say and makes communication easier and quicker. That's why Germany keeps losing wars. Their language makes it take so long to communicate so they don't pass orders effectively. :^)
