Well they did the same thing with the GTA games going back to Vice City, if memory serves. Certainly when GTAV first came out they didn't say anything about PC for at least 6 months, probably much longer. Rockstar is a console-first company - a version of RDR2 for PC probably already exists since it was built on computers then optimized for consoles - but my guess is they'll do the same double dip with RDR2 when the console sales eventually plateau, a PC port appearing maybe late next year or 2020 (more likely IMO). Right now they don't want anyone with both a console and PC to wait.

For the insane money they make from their games, I think it's more a matter of producing better, more secure code and not relying on this P2P mesh garbage for online. Players should have absolutely no ability to trigger the type of cheats and mods that are so rampant in public lobbies, like caging players or god mode. I would also add that by optimizing their games for a console environment first and foremost, that opens them up to huge problems on PC, at least that's my guess about where GTAV Online went so very wrong. However, I noticed a news article from earlier this week, I forget the exact source, saying that Rockstar has partnered with a major content delivery network to assist with RDR2 Online, handling server duties, so perhaps they've learned some lessons and the online experience there and in future games will be much improved.
