Well, usually, the "box" or "Modem" your ISP gives you is actually a Router and a Modem packaged as one unit. So you get the functionality of both but, usually, it lacks performance due to trying to do 2 things at once. I'm unfamilar with the ComCast units so I have no idea if their unit is actually decent or plain garbage. Like I said, the Spectrum unit I got was garbage.
In buying your own Router/Modem you are usually getting a higher performance unit. Think of it like buying a Dedicated Graphics card instead of using your On-Board one. Or to put it another way, buying a premium Art pen instead of a the ~$5 a pack ballpoints.
So that ISP unit of yours could be holding you back due to its hardware limit. Hence buying your own Router may be better for you. I bought one a TP-Link Router that is focused on WiFi at my local BestBuy, so hardware wise, it has up to a 500MB Wireless signal/strength and is capable of 1 GB Ethernet speeds.
'Course if your actual service is low or throttling you, your own equipment won't really matter lol. Though, depending on the Tech/Service they might actually help set up your own equipment. One of my friends had Charter and they offered to setup his own Modem/Router and waive the equipment fee since he is providing his own.
log into your comcast account and disable their hotspot from your modem
reboot the rmodem, and you will not have a xfinity wifi ap

I do believe it is common practice for Comcast to have a data cap though, at least in the past.
Have you tried power cycling your modem/router?
And does this only happen at certain hours? it could be a peak hours issue as well if your area's HUB is being overloaded.

This is actually a very bad thing because many ISP's these days will even cut off your connection until you call in to support and "flag you" if they detect any kind of BitTorrent traffic on your "naked" internet line, even legitimate traffic for testing. Mine does with spectrum. So folks should be careful with making testing connections like that even to test throttling.
Then start you download and let it play out.
If you have left-over junk in your Steam folder:
\Steam\Steamapps\Temp (or Download)
Exit Steam Client and delete those 2 folders (Temp and Download)
Then re-launch Steam Client again and start the download all over again.
