Why is it illegal to not wear a seatbelt?
Seatbelts should be highly encouraged, not forced. It's your own safety and it shouldn't be illegal to not wear a seatbelt.

On the regular school buses, there are no seat belts. On the “short buses”, there are. And better AC. But growing up, I always had a seat belt on.

I had a good friend who was killed by a drunk driver. (The driver had a history of DUI-related offenses prior to this.) He, his wife and his friend did not wear their belts. He was the driver and was killed in the collision. His wife was injured. His friend had significant neural damage.

I tell myself that as adults, we should be allowed a certain degree of autonomy, of free choice, but with full recognition of the *consequences* of those choices. But after my friend’s death, I became a bit more aware of the stupidity of others on the road. The person driving that vehicle with the kids in the back, juggling the steering wheel, a lit ciggie and a cellphone pressed to her ear. Things like that really irritates me, especially when I think of the kids in the back.
because 'wearing seat belts' is a law. mandatory to all.

Florida is the same way. We used to have a mandatory helmet law, but it was repealled in 2000. If you're under 21, you need a helmet. (So there is that, at leasst.) Over 21, you need to be medically covered just in case. But if you're driving a 49cc moped, you don't even need that.

You just made the same mistakes about Hong Kong and China like most westerners assuming we're the same. Hong Kong is different from the rest of China. We have our own legal system, based on the combination of English common law (developed in local cases) and local legislation. We have over 30 foreign judges mostly British. We have our own currency. Our GDP is excluded from China's.

When a driver not wearing a seatbelt loses control of their vehicle and slips out of their seat, they are far less likely to be able to regain control. In situations such as this, they aren't just needlessly endangering their own lives but those of everyone in their vehicle and other drivers and pedestrians outside of it.

Actually, I knew that. I would still assume you’d have better knowledge about China than someone from, say, America.

Actually, I knew that. I would still assume you’d have better knowledge about China than someone from, say, America.
That is why I don't what they say. Because I've been to the maindland so many times.

It's illegal because people don't want to have to deal with cleaning up the bit-o'-human splattered across the road because some idiot didn't wear his seatbelt. Much greater chance of survival with one, and much less of a chance of flinging the body into other cars which would then crash and cause even more damage. This is one of those choices that affects everyone around you.

Because they got tired of wiping the guts from the roads
I don't know weather this is the same for anywhere else but checking the condition and operation of the seatbelts is part of the MOT test in the UK, if they are in poor condition or missing from the vehicle you have to fail it and either replace the belts or refit them.

Should it be illegal if someone you ride with was killed in a crash and could of been prevented if you told them “hey, wear a setbelt”.

It would probably be considered a crime if, say, a parent didn’t make their kid wear a seatbelt and they then end up dying in a crash.
