why is there a price difference in store prices from country to country?
a AAA game would cost about 699 rand, or: 47.05 dollars.
i wonder why?

Because some currencies are worth more than others.

oh, is that why you can't gift to people from different places?
else japanese/other places that use yen would buy games and sell them for big profit?

No, because yen is worth less than the usd. I think you may be having trouble with how currency that is a larger amount is not actually worth more.

It because not every country has same average salary, It would be hard to buy AAA game with a monthly salary of 600$.

That's not entirely true. A friend of mine in the UK gifts me games all the time, and I live in Canada.

For Steam, publishers set the prices and that is normally based on average income for that country. Due note that VAT is included in the prices where applicable. That means that pricing is actually lower before VAT is added to the store page price.

It's based up and down on average income rates or values of currency in that area, countries that are much more poor in terms of income have their game prices set lower than any other places so that they can still buy games without going in debt or skipping paying the power bill for a month to get that one game they really wanted, though It's been more recently that game keys and trading were region locked, due to the issue or poorer countries buying game keys and reselling them to countries that have a higher economy for slightly cheaper than they're going for in said countries, likely to convert that currency into their own and make a small fortune in the process, repeat 30 or so times and look at that, they've made more money than they would have working for 3 months.

There you go, a watered down definition on why the internet and PC community in general is chock full of lucrative people ready to scam the money away from real creators.
