Screen stuttering issue in games

This issue happens randomly. When it happens, the screen will stutter between the last couple of frames and will stay like that (look closely at the text and clouds in the video).

The game isn't freezing because the sounds still play and I can still interact with the game, but the display doesn't show the game properly and like mentioned earlier, will only stutter between the last couple of frames.
I've tried alt+tabbing out of the game then alt-tabbing in again, then it only shows a black screen.

What's weird is, when I screen record the game and this issue happens, the game stutters, but the recorded video doesn't show any stuttering and shows that the game still works fine. The stuttering only shows in the game and not in the recorded video.

The only solution is to force close the game with the taskbar/manager and losing any unsaved progress. This happens in many games, like Terraria, black Mesa, Portal 2, and many others.

If you know the solution, please let me know. if you know the name of the issue, please let me know and I'll try searching online for fixes.
