Would you say moshi moshi when saying hello in a Discord/Skype call?
Or is that exclusive to cell phone calls in Japanese?

Discord and Skype have no relevance to my world.
I don't speak a foreign language unless I've mastered it, or at least the few words I do know.

I don’t, because I am not Japanese; and the only half-Japanese friend I have is capable of speaking fluent English.

Nah I'm not trying to actually learn the language, just wanted to know for a running gag in a Discord server I'm in, thank you.

It is short for "Moushimasu, mousimasu(申します、申します)", and obviously Japanese originated word. Those who use it while they are not in/from Japan must be intentional.
