Why was 009 Sound System's Dreamscape so popular a decade ago?
There's probably a simple answer, but I've just been watching some old GTA: SA videos for some nostalgia, and I noticed that many of them used this song. It's not just GTA videos, either, many videos made around the same time used this song, too.

Does anyone have any reasons why it became so popular?

Because Dreamscape was one of the "free-to-use" songs back then, and since most game recordings didn't have any audio (like clips from Unregistered Hypercam 1 and Bandicam), it just became something to put over ♥♥♥♥, I guess.
