What qualifies as Anime?

Can non-Japanese animation made in the style of Japanese anime be considered anime? Alot of these "non Japanese anime" are considered cartoons, but are considered anime by other people. If you do consider non-Japanese animation as anime, what makes it anime? Is it "I will know when i see it" ? Or maybe it counts as anime if it follows the same style.

What are your thoughts?

Isn't anime literally the word for japanese animation? So everything that's not from japan isn't anime therefore. I mean, they have this special style for most of the anime in japan, so if a cartoon uses a similar style, you could say it's a cartoon in anime style.

Way back when Anime was unheard of and the WWW was still a young lad on Al Gores lap, I remember a BBS where you dialed up to get your porn in a day or two in it they had alt.binaries.Anime..
