Microsoft Visual Studio 2017

I have just installed this program, Visual Studio 2017, to experiment with code and maybe make a video game on. Just curious, can you make a game engine with this software?

You would honestly be better off picking up a book and learning the basics of programming (if you don't have a good foundation) before you ever start trying to develop games. If I was going to pay for an IDE i'd go w/ anything JetBrains makes before i'd pick visual studio.

Start simple and make a game of Blackjack or Tic-Tac-Toe! Especially if you're just starting out, the process of creating simple games like these will lend incredibly to your experience and expose you to all sorts of fundamental concepts!

Sublime text is what you want if you can afford it. Notepad++ is a decent alternative though (since its free). Notepad++ just allows you to write text and then you can use the command line or other means to compile/run your code. Check out youtube for some tutorials on python if that is what you are going to get into. If you really want to take a stab at programming, I highly suggest the "head first" books off amazon or even pick up a slightly older college CS book for a few bucks off amazon and follow along.

I actually like Visual studio code the best, it has a really nice extension manager and runs on linux, mac and windows. Its also free, a good alternative is Atom. Sublime and notepad++ are very lightwieght but they dont have the features that Visual studio code or Atom has.
