I agree, i havent gotten far, but its very deep. I think it went under the radar because of divinity original sin. It has a 64% for the recent reviews, i wonder why that would be. Definately deserves better
Most "underrated" games aren't really underrated. And I wouldn't call a game like Fallout 4 underrated just because it has some mixed reviews. It sold 12 million copies on launch day alone.

A genuine competitor to Mario Kart. Fantastic graphics, some customisation, great courses, decent controls, and a difficulty curve that means at lowest difficulty level it's reasonably easy to do well but at the higher levels you really need to know your stuff.

The base game gets repetitive quite quickly and the base ending is a bit poo but the expansions (apart from the last one) boost the game a lot.

mixed means 50-70% approval rating on steam iirc, dont take the word mixed literallly in this case. Its a ranking system they give to the total positive reviews divided by all reviews. I am considering an underrated game that the ratio between positive and total reviews do not do it justice. In FO4's case, it has a 68%, which means that 68% of the people recommend it. FO4 deserves WAAAAAAAAY better, i think people started downvoting it becuase they did something to the modding scene. IDK much about it because i dont mod games, but that doesnt mean the game is bad, just that they did something to make a lot of people mad. FO4 is a perfect example of an underrated game by my standards listed above. I would say Deus ex invisible war, and FO4 are the most underrated games on steam that I know of. But looking for more
