The mongols were excellent horsemen. They could fire a arrow from a bow with great aim while riding a horse. I would say the mongols for this one. The mongols did conquer like a 3rd of the planet by then.

Mongols. I doubt Vikings had decent Skirmishers (Range Units). Mongols used "Hit and Run" Tactics to weaken their enemy before inflicting the final blow.
