The beta as in not the final game, but an early build so you won't actually be playing the game.
Semantics. People want to pre-order to guarantee access to the beta. i.e. Playing the game in any build before others.
You can always cancel a preorder. I’ve preordered every FO game and season pass since FO3 with zero regrets. Amazon already has their preorder up for the console versions. Just wondering why Steam is lagging on the PC front.
Especially a Bethesda game. At this point, the only things we know for certain about Fallout 76 are that it'll use the laughably obsolete Gamebryo engine, and won't have had any Q&A testing whatsoever.
It's not up to Valve. The publishers have to construct their store page and offer it for sale.

Actually, the game looks exactly like Fallout 4 from what I’ve seen. I loved Fallout 4 and I’m all in for Fallout 76.
Ah ok. Gotcha. Looks like Bethesda’s not ready to start up PC preorders yet after looking at their website. I think I’ll give them a call this afternoon and see what the hold up is.
Great! I'm glad you can actually play it. Unfortunately for me and many other Intel Extreme users, I can't.
My system is too powerful for the game engine to handle. It's a problem unique to Gamebryo; when the FPS goes beyond a certain level the engine goes berserk and the game becomes unplayable. The only way to solve the problem is to cap the FPS, and Bethesda rarely includes an option to do that.
