Back then there were so many good levels made by people and it promoted people to create more content for the game. Then with quickplay it became Valve servers mostly, By doing that a lot of community servers died off and by doing that it also ruined a lot of the level creation to for the game meaning less levels and being stuck in only a few levels now on Valves servers.
Then Matchmaking came that killed it even more because even more community servers died.
Matchmaking's been more or less fixed.
Also if you think that's what TF2's about, or the original TF, wrong. The first and foremost is the gameplay, and overall TFC's balance and mechanics is less clunky than TF2's. Maps play a part, but they aren't everything.
