Why buying/selling/trading accounts is against steam subscriber agreement?

More than hundreads of steam users has accounts with 14 years badge, some of them made on sept 2003, some of them uses for business,some of the uses to people think "look everyone im legit xdxdxdxdxdxd".

Even with evicences, valve don't evem care about them.

If they dont even care, isnt better to rewrite the SSA, since almost nobody on steam community follows SSA?

If acc is yours = your responsablity.

If the user tries to sells accs = user responsablity.

I dont even get it if nobody follows the rules

Because alot of accounts contain personal info like phone number and email and its also done to prevent scammers along with the fact i think you could get games for cheaper if someone in china had u.s dollars in their account.

Valve already terminate accounts if they have enough evidence.

Yeah it`s rare, in the last time i found a user that was dumb enough to write his age on this 14 years old account (after he bought it, and claimed it on the forum) , and he is still using this 14 years old account, even when he is just 13 years old, he removed all traces of the former owner , and is not collecting + reps and high level friends, sadly i already reported him, but nothing happend.
