I dont think any amount of shoe polish will turn leather into steel
Stainless steel is just steel. It can't "wear off". There are many types.

Can you polish regular steel? Sure if you have the right compounds and proper tools. Worth it? No. Will it be stainless steel? No.

Depends on what is under the black paint. If it is stainless steel then yes but i don't think polish would work unless it is abrasive. But if it is black all the way through then no.
Also depending on the procedure that was used to make it stainless steel it may or may not chip off. Only time will tell on that.
Stainless steel is a mix of various metals in different ratios. Stainless steel has a lot of different ratios. You will hear things like 18/10 stainless steel which indicates the ratio of chromium/nickel in the metal.

What do you even mean 'polish black'?

No amount of 'polish' is going to inject chromium/nickel into steel. Stainless steel is not 'polished' steel, any more than you could get a diamond by polishing coal

Okay. So to be more specific, can you polish or color the outer barrel of a pistol from black to stainless steel/chrome?

No
If it was Stainless Steel been painted over in another colour, then yes you can polish it back. It will entirely depend on what it is.

Avoid steel wool, which may scratch.

- Brush on Paint-and-Varnish Remover
- Use Mineral Spirits
- Or use a pot of boiling Vinegar with some baking soda

The stainless steel plating can chip off. I have a flatware that the stainless is chipping off of.

That black that you are referring to is called bluing. That protects the gun from rusting and i wouldn't recomend you trying to take it off. The bluing serves a very good purpose.

Bluing is a passivation process in which steel is partially protected against rust, and is named after the blue-black appearance of the resulting protective finish. True gun bluing is an electrochemical conversion coating resulting from an oxidizing chemical reaction with iron on the surface selectively forming magnetite (Fe3O4), the black oxide of iron. Black oxide provides minimal protection against corrosion, unless also treated with a water-displacing oil to reduce wetting and galvanic action. A distinction can be made between traditional bluing and some other more modern black oxide coatings, although bluing is a subset of black oxide coatings.

This is true. If it is coated or plated, you could "maybe" remove it, but Id have it done by a pro. If its a stainless barrel through and through he could try as well. My experience is that gun barrels are quite prone to rust among other things, and I'd guess that they can't be polished up, or stripped, to reveal a shine. Leave it as is, or take it in to be plated.

See when i wrote my reply i had no clue he was talking about a gun barrel. So that is why i said i what i said. But since now i know he is talking about a gun barrel i have changed my answer.

Its just much easier to order shiny nickel plate replacement parts from your gun shop or online

...and that's where the problem comes in.

There is none. I can only get a separeted black barrel - individually. Unless I ask the manufacture to specifically make a stainless steel barrel for me, I don't really think that's how things work.
