I would say it's both from personal experience. Like with any type of cos-play, there are people who make some really cool outfits. And then there are the cheap lazy ones - but it gives you a rough idea if nothing else.

I glimpsed through a few vids, it looks like there are punks into that also..
I enjoy punk music but this time of rave doesnt suit punks..
Cybergoths are mostly just the goth aesthetic who like to dance to easy music.
