Just as image insertion is not available - there is easy abuse of this feature.

Valve also never implemented forum signatures due to this.

It's simply going to be difficult - as users don't always comply with the rules.

what happens then is you get restriction to use any kind of avatar for a week, up to a month
and if you still keep doing it after, you can get community ban
-you cant use forums
-your profile is forced private
-you cant comment to anyones profiles
-all your posts you made are auto deleted (this is in certain case. someone who spammed 300 comments on my profile got community ban and my comment count went down for 300, so thats how i concluded it)
