It's a 2002 PS2 game (I think it's also available for emulators), but it's easily one of the best FPS games of its era, if not of all time.
There's a massive Arcade mode where you can unlock character, maps, modes and even new guns sometimes in Challenge and Arcade League and then play custom modes with the characters you unlocked. There's a satisfying feeling of replying the same league level over and over until you get Gold and you get to unlock a new character! And the vast roster of colorful, memorable characters and modes (Virus is one of the best gamemodes to ever exist in a game) leaves nearly infinite replayability. It even includes a rudimentary mapmaker to make your own levels.
You ever find a copy of that game, I promise you, you'll won't be bored for a long time!
For the PC though? I can't really think of anything except 1v1 brawlers or the lego games, really. Most games don't really let you "unlock" characters, since these days most companies would rather that you purchase extra characters instead. And somebody already mentioned The Binding of Isaac. Just make sure to get the Rebirth edition.
