I have played them all, very good games. Wasn't a big fan of Fallout 4 but I still forced myself through its story. But now that I think of it I may get back into Fallout 2. Thanks!
I own it on Steam and across consoles from back on 360 and Xbox One. I mainly play it on Xbox One when I want to have a go at it, well I've probably played Monster Hunter World more than it lately. Good suggestion though.
Theres also car customization and so on.
Another suggest I have is Black Desert Online. Probably the best character creator in any game to date, now that I think about it.
Another good choice, but I feel like my PC wouldn't be able to run it very well if I tried it, heard it was coming to Xbox One sometime this year so I'm waiting for that.
No one forces you to stop driving cars,right?

you must play each stage / each mission with the default character the first time, but after you beat it you can use the characters that you create in free play mode.
Lego city undercover is the best one and its free play mode is more satisfying buth both games are very good and I strongly recoomend them.
Dragon Ball Xenoverse 2 has character creation and is rather enjoyable even if you are not a fan.
