Order must come first so you can start having some set of freedom. If freedom come first before order, it's a mess.

Some might think having freedom so you can think on what to order, maybe the freedom just to set a rule or order, another freedom come later after arranged some set of order.

So, order you freedom to set an order for another freedom.

Order has its place, but freedom is overall more important.

It involves a measure of risk of course, but nothing we achieve as a collective serves any purpose if individuals can't find happiness.
