Limited Time Items.
Crash Team Racing, much like Splatoon, has timed events. Unlike Splatoon, you can earn characters, karts, paint jobs, tires and other content by playing during these limited time events and using Wumpa Coins to get items from the Pit Stop.
It's also possible that they're planning on making it a Stream-Only game in the future. After Microsoft's announcement with the next Xbox "console". I foresee games becoming Stream-only in the near future.
As soon as games start becoming services instead of products, I'm out.
I think this is an extremely negative prespective to look at and makes little sense.
First of, ALL the items will return after a while (or after the GP's are over) on consoles. They will be purchasable on the Pit Stop. The only thing that might not return is the champion kart and its decals.
Secondly, the game is a single player experience for the most part. They just incentivize you to use the online mode in exchange for a large share of coins to purchase stuff at the Pit Stop.
Thirdly, if Spyro sells better than the N.Sane Trilogy on Steam, it will further incentivize Activision.
And finally, the creative director dodged the question (rather than answering) when asked about the PC port in an interview, which was something someone from Vicarious Visions did when the N.Sane Trilogy it was still a PS4 exclusive.
So to those worried, we will most likely get it. But yeah, I would also rather not wait a full year. Hopefully January 2020.
Activision will solve this "problem" without any doubts. One DLC for the Skins is the answer here. They can give it away for free with Pre-order and ready! Or they can do such events on steam too! Thinking the game focus is/was on multiplayer is nonesense. If it were online match focused, the devs would have sell the skins with microtransactions. Nobody would need the new improved AI/Bots. And maybe they wouldnt include the original CTR maps. If it were PS4 exclusive i guess they will developing a complete new unique title for it. Like the PS2 titles. Or simple, they arent Sony! There are more points which telling me that this Baby will come to our lovely PC. MediEvil will be the only one (atm) which will not come to PC!

This is a really poorly thought out excuse.
Hitman 2016 had elusive targets that were exclusively only available for a week, meaning players on other platforms or players who just failed to pick the game up could never attempt them later.
The solution? Once Beenox stops creating content.. they recycle the old challenges and unlocks. DONE. Problem solved.
What? Did you think that Beenox would NEVER give players another chance again?
MediEvil is NOT coming to PC. It's going to remain a PS4 exclusive as the property is still held by SIE. Ratchet & Clank was also remade a few years ago, and it still firmly remains an exclusive to the PS4 platform.
Sounds like you just haven't bothered to upgrade your PC. I haven't had performance related issues in games for a LONG time. You can't just say "Bad optimization" simply because you can't run it... games evolve and become more advanced, and that means hardware has to evolve too.
