Why tesla guns are so extremely rare in FPS videos games?
There barely any video games that actually have gun that shoot realistically behaving continous stream of lightning/electricity. The only few games I know are both of Return To Castle Wolfenstein and Wolfenstein mafe by Raven.

The lightning balls are also extremely rare thing in video games. The only I know are Dystopia mod and Dark Messiah of Might and Magicultiplayer, in which the Mage class had awesome and fun to use Lightning Sphere magic spell.

What about you? Which games you know that have tesla/lightning weapons, which actually shoot realistically behaving chaotic electricity that is attracted to living creatures, and electric balls that also zaps everything it passes nearby, instead of just boring lame laser-like behavior such as quake 1/3 had?

In any kind of online FPS, a continuous stream that latches on to enemies would be pretty broken. You're pretty much giving people a free aimbot on a silver platter.
If you want an example of how broken this is, look at Enter The Gungeon's chamber gun when in the forge (enter room, hold M1, gun aims for you and everything dies)

They are awesome weapons, but i think they are just too over-powered. Games with that kind of weapon would become boring, and will lose the thrill and challenge.

Fallout 4 had a Tesla Gun in the Automatron add-on. Not positive, but I think some robotic enemies may have had a non-playable version before that.
Mass Effect 2 has the Arc Projector, the titular heavy weapon from free DLC of the same name available from the Cerberus Network.
I think one may have also existed as an upgrade for the Wave Cannon in Metroid Prime Trilogy.

Nobody is said for it to be online game. Besides, if it's done properly like in order to make sure all of the arcs are attracted to certain enemy over time, you must have steady concentration aiming without missing the target from crosshair even for a moment as the arcs will go all away, it eventually would have higher skill ceiling than generic assault rifle and eepecially burst-damage sniper rifle/shotgun, as assault rifle would do fixated damage even if you constantly miss and burtst damage guns require mouse twitching than steady concentrated aiming that punish you for missing for a microsecond. A few of arcs would attract to enemies on their own so it would rather insignificant damage merely for immersion purpose, it would be a classy "easy to learn-hard to master" weapon.
