Why am i restricted from selling on the market for 19 days??

So on July 19th i had just re setup my Mobile authenticator on a phone ive previously used for steam guard but used it for another phone instead i found this annoying so i switched it back to my active phone. Anyway its stated that if you use a phone that wasnt used by steam guard before i got restrictions for 7 days or even 15 days if a phone that was never used for steam guard, so you can imagine how livid i am.I said to myself "Thats fine i can wait it out"Only to find out IT WAS UNTIL AUGUST 7TH then i read you needed to have a purchase 7 days or no less than a year owned.I made simple choice after that which was to purchase a cheap game and wait it out 7 days. It hasnt been 7 days yet and ive never really sold anything on the market does this 19 day restriction stop once the 7 day purchase is old enough? Im legit so confused where they came up with 19 days!!!! I have no chargebacks no disputes i used a phone i previously used for steam guard, and bought a game currently waitng.If this has happened to anyone or knows that a purchase can set back the restriction please lmk.
