You want a screenshot proof of it, then milk the scam developer for what they are worth. You can use it to force them into getting you what they originally offered.
Others have already done this. I only stated it was there when the OP made the thread and now the dev changed the info.

ps: A lottery is a prize drawing where people must pay money to buy a chance to win. Lotteries are highly regulated and should not be run without consulting legal counsel. It will lead you into legal troubles without following the rules in place.
it's really suspicious but I have no Idea how to report that sort of thing.
(but I'm pretty sure that even if you use a cover you need the permissions of the peoples who own the copyrights more the one from perfomer who done the cover)
Under what grounds? It's 100% legal to make a parody based on a title which if anything this would be.
What is illegal is that they were promising a free game for the funniest review, and implying everyone who bought the game would get a free game but not saying when. That behavior does violate steam's rules
