Is there any actual Japanese that can speak English?

I've been looking through many sites and discussion but i could find any Japanese that could speak English to the level that we can communicate. I want to learn some Japanese and maybe play with them in the meantime. Anyone knew where to find Japanese people with decent English proficiency?
And yeah, I'm a weab

yes there is but English is a very hard language to learn and most Japanese only learn a small fraction of it through school.

your better off learning japanese to the extent where you can talk to them in japanese

a lot of japanese and korean people learn their english from american tv shows. so it will never really be perfect unless they grew up in that environment where everyone spoke english fluently.
