There's also a difference between KBps and Kbps (relevant if the speed test isn't on KBps)
My DL speed averages about 14.5 megabytes per second (~120 megabits per second).
Change your ISP PDQ. Hughes Net is notoriously bad IIRC. 74% of its ratings are 1 star and the customer service is practically non-existent. They hardly own any of the towers they use so to add “savings” they spread their ISP service towers as far apart as possible.
Just to give you an idea, my Download/upload speeds on my 4G Verizon service, with only two bars, is about twice what you’re getting at the same distance.
If cellular service internet is all the option you have, I recommend going with the internet service with the company that owns the nearest possible tower to you. Otherwise spring for DSL or Cable internet and use streaming services (for example: Slingback) to watch TV.
