Is 400 - 500 KBps Average For A Download?
Is this the normal speed people get on steam? I know it depends on the internet speed too.

It's definitely not fast. Workable if you set it to download overnight but not commendable.

Also would be nice to know your internet speed:

There's also a difference between KBps and Kbps (relevant if the speed test isn't on KBps)

I get up to 9 MB/s but it's usually around 7-8.

Depends on who your ISP is and where you are located. DSL connection in a rural area, that’s pretty common. DSL or Cable internet in an urban or suburban area...you need to have your lines inspected if nothing is wrong with your network.

My DL speed averages about 14.5 megabytes per second (~120 megabits per second).

Who is your ISP, mate? Also, keep in mind that your connection is directly dependent on line of site to the nearest cell phone tower that transmits 5G cellular data.

Change your ISP PDQ. Hughes Net is notoriously bad IIRC. 74% of its ratings are 1 star and the customer service is practically non-existent. They hardly own any of the towers they use so to add “savings” they spread their ISP service towers as far apart as possible.

Just to give you an idea, my Download/upload speeds on my 4G Verizon service, with only two bars, is about twice what you’re getting at the same distance.

If cellular service internet is all the option you have, I recommend going with the internet service with the company that owns the nearest possible tower to you. Otherwise spring for DSL or Cable internet and use streaming services (for example: Slingback) to watch TV.
