All of these are translations of their Japanese names, not including "Index" and "Railgun" which specifically refer to a character named Index and a character nicknamed "Railgun" (based on her ability).

"Irregular" gets used as a noun by the Japanese to refer to persons with some sort of abnormality. The lead male character is magically inept, in a setting where magic is considered very important, and thus he is regarded as an "irregular". Similarly, enemy bosses in the Mega Man X series are known as "mavericks" in the west but "irregulars" in Japan.

One of the main characters is a girl named Haruhi (surname Suzumiya), and she feels melancholy because the world is too ordinary and boring for her tastes.

Not actually Japanese. It's an acronym of the four main characters' names -- Ruby, Weiss, Blake, Yang. This setting is specifically one that likes colorful names, including colorful acronyms of people's names.
It's actually a shorten name for the actual title that is pretty lengthy in Japanese and still is in english.
