Not really a bad game in general. But compared to other GTA games, including GTA 3, it's probably the "worst" GTA game ever imo.
Though Vice City and San Andreas share similar problems, I think its camera control is the worst. Also, unlike 1 & 2, it doesn't seem to have the same old school charm, despite it being the first of its type in the series.
GTA 3 for me, even Liberty City Stories was more interesting.
GTA 3 was state of the art when it came out.
...but it aged poorly. In fact, every GTA aged poorly. Vice City (my personal favorite) is unbearable in 2019.
