I've replayed saints row the third and saints row 4 multiple times. And I really like the character customization, the huge multitude of clothing options, and the fact that you can change everything about your character anytime you want.

eh I like those games but like APB Reloaded has really good customization to me like that game I feel like could have it's customization transfered to saints row then it'll be amazing.

Dragon Age: Origins or Dragon Age: Inquisition are perfect for that.
Both have good character customization with several races to choose from and different histories depending on which race and class you chose, with Origins even having an entire different first mission for each background. Your race and history can even shape peoples initial reactions towards you.

I'd also strongly recommend Divinity Original Sin 2 for the same reasons, minus the different intro missions.

Everything they said, also wait for Code Vein. Game has some of the deepest & dopest character customization in a video game.

Skyrim: GREAT character customization but disappointing in game contents
Oblivion: ugly character customization but GREAT in game contents
Skyblivion: Paradise
