But I can remember my fairly clean official games refusing to load and usually taking me to the music player on some occasions. I just kept restarting until it picked it up hence why I think its a common issue with the laser and since Dreamcast is an old console I can't see the laser keeping up well. I have never used a brand new Dreamcast since its before I started gaming so can't say if its an issue with second hand consoles and the Dreamcast just having a dodgy laser that breaks easily or if its always been an issue with even a brand new console.
Try booting the console while there's a disc in but with a heavy book or some miscelaneous weight pressing down on the lid.
