In HBO's Chernobyl, a panicked worker tries to measure the level of radiation following the explosion using a cheap dosimeter that maxes out at 3.6 roentgens per hour (which is much higher than normal, but far from lethal). It's obviously much, much higher, but the chief engineer is in deep denial about the accident and cherry picks that number, which is later reported to his superiors and his superiors' superiors in turn. Thus "3.6 roentgens, not great not terrible" is repeated many times in the early episodes. It later turns out the real number is 15 000 roentgens, more than enough to be 100% fatal within minutes.
