Game is not very tactical at all. Theres just not much of a game there. Gets boring after few plays, and even the first time playing it is boring.

Well, that's not very true. I haven't played Plague in a while, but what I do remember is the strategy aspect- having to balance out points while also upgrading wisely, depending on the region of where the virus spreads. Not only that, but you're doing this all while a cure is being developed, so you also have to spread the virus as fast as possible.
