It took them forever just for them to release it on PC. They probably wouldn't wanna waste their time on Nintendo since it's already on 5 different platforms. And Nintendo is geared towards kids anyways; not that there isn't any Rated M games but mostly aimed for younger players.
Long story short... they won't and even if they do... it will look crappy.
GTA V could absolutely be made to work on the Switch if Rockstar wanted to.
If GTA:V was made for the Switch it'd have to be toned down in such a way it might as well be called a new game with how much it'd have stripped out.
Plus there's the issue of file size. Because the cartridge would have to be a high capacity one the retail price would go WAY up.
