Save up and get something better. Im surprised you can even get 60 fps in gta 5, but i assume thats on low graphics and maybe even 720p?

Why would you do that? Doesn't make any sense.
864p vs 1080p. Hardware didn't change at all, so it wasn't possible to increase polygon count by any significant amount to still have 30fps at most times. This resolution drop points out where those polygons come from - they reduced the pixel count to use spare GPU power for tessellation.
Textures at 1080p and 4k, so you're talking PS4 and XOX, 8GB and 12GB of GDDR5. I don't see how is it breathtaking to use that for fine textures. Texture resolution don't affect performance anyhow by the way, they just take more space in VRAM and more time to load.
CPU-wise consoles just suck, I won't even go there as it's pointless. GPU-wise tho - PS4 is on par with RX 550, and XOX is on par with RX 580. So, basically, if you want it to run just like consoles do - those cards will do exactly the same job. Or - cards twice as powerful if you want 60fps with console graphics. That's a bit far from high-end, especially RX 550.
I also expect RDR2 to support Vulkan or at least DX12, which will boost the performance on PC compared to GTAV.
