I don't know how many people use your connection, but a lot of times if multiple people use it at the same time your connection gets a lot slower. But not just from snapchat.
You could try to connect to cable instead of wifi, if that's an option. Resetting your router does miracles too sometimes. Or you could try to connect over a different (protocol, path?) But that's something you should google.
If you have money you could try to buy a connection for yourself. Maybe one of those internet usb sticks. But that's something i have no experience with myself.
And try to sit closer to the router. Wifi doesn't always handle walls and floors that well.
And maybe try to play more single player games, if everything else fails.
I'm already on ethernet I forgot to mention that. It slows down all wi-fi and my ethernet and takes entire priority over the connection it doesnt make any sense at all.
Go to your sister, scream at her for around 10 or so minutes about the lag...
Then proceed to take the phone and throw it somewhere...

if you load a website it's about just as much traffic.. that loads pictures too, and a lot more.
If you aren't on a wired (ethernet cable), then consider that over using wifi. Even if the cable is miles across the entire house, it will perform better and not have dropouts like wifi can.
Priority should be like so:
#1 - Online Gaming
#2 - Real-time video streaming (Netflix, Youtube, etc)
#3 - Downloads
#4 - Web-browsing
#5 - Messaging
#6 - Email
Priority connections (use MAC Address if possible, or ensure IP is Static or it's just based on connection type):
#1 - Your own PC and/or Ethernet
#2 - Wifi connections to other PCs and Laptops
#3 - Wifi to Smart TVs
#4 - Wifi to smart phones and other smaller devices
Certain games, that only you personally play, can also be port forwarded directly to your PC in the network.
