Then there is Army Men RTS that you can find on GOG.
I mean your goal is to kill the other team. But if you want you can try to see how long you can survive the AI I guess if you want.
I wouldn't exactly consider those kinds of RTSes to be what the OP is looking for though. He could try 'They are Billions'. It's a city builder/survival/RTS mix where you command and build up this town of the last few surviving colonies and defend from waves and waves of zombies.

Same here and I'm normally not into zombies but it's unique and looks fun as all hell. Plus the aesthetics are great too! That's a plus.

Mhm, that's pretty much any RTS without a survival and city building mechanic (waves etc etc). So alot of these suggestions people will have will not exactly be what the OP's looking for. It's unfortunately a sort of rare thing to find.
'They are Billions' is one of the best examples anyone could give and, hey, if you like zombies then that's a added plus to the whole sha-bang.

Except, of course, Outbreak is a single mission that lasts for about 20-30 minutes or so and is only one mission, and OP wants an entire game based on that concept and that is expanded to fit it.
if you want something in first person, an early access game i was gifted called "Colony Survival" has you build up a base to protect your colonists from a horde of zombies. very basic right now in my opinion but promising and fun
Although it's more of a base building, RTS, FPS and Vehicle combat game all rolled into one and it takes place in space in an alternate Cold War in which the U.S. and U.S.S.R are fighting for control of the Solar System.
A remake was released on Steam with updated visuals and everything.
