City building games WITHOUT managing/playing as mayor.
This is a weird request but I bought Cities: Skylines since it was on sale. Heard you could make a psuedo-sandbox game with unlimited money and all the stuff unlocked but you still have to manage power and sewage and pollution and whatnot. I just want to place buildings indiscriminantly and not have to worry about anything. Like, just a relaxing city building game, where you place buildings down and that's that. Don't have to connect them to power lines and water pipes and then make sure an earthquake doesn't destroy those things and be super stressed out.

I'll check that out. Thought those were more of a politics simulator but they're only $5 right now so it might be worth it.

Because games where you only build and have nothing to worry about really aren't games. They're art programs.

And most city builders have easy mode or one can mod them or use cheat codes.

Because games where you only build and have nothing to worry about really aren't games. They're art programs.
Minecraft has a pure sandbox mode. I'd use that but it requires placing blocks one at a time and you can only make old timey looking stuff. If there's a game that's Minecraft but with the ability to place entire buildings I'd like to know.

Check out terraria. It's like Minecraft but 2d side scroller and you can build towns and really anything you want (I made an underwater rapture like town for example ) and you also can explore underground dungeons to get materials for building and making gear and fight bosses and stuff. Its actually a pretty fun game

Fallout 4. Though the story sucks and dialogue sucks and everything that makes a good fallout game sucks in fallout 4 but it's a great town building simulator if you ignore it as a fallout game

Mods are your friend OP...

There are mods to get rid of all that stuff. Best part is they're all on the workshop too so they're super easy to get.


When I first started I was watching videos from Sam Bur (because he is supposedly a real city planner lol) and I used his mod list to pick and choose what I wanted.. It would probably be a good start for you (his videos give some good ideas too)

Cities Skylines isn't that hard to manage. Over a decade later and I still don't understand the tax system in SimCity 4.
I'm sure I could learn to do it, it's just not the type of game I'm looking for.
