Question on waist sizes law in japan

So i know in japan they have a weird (and somewhat smart/stupid) Law that you can olny be a certian waist size or you're going to have your coampy penalized and put into some sort of "Fat kamp" and what if you are like say bigger than avrage (not fat) but just are a big person like 6'4-6'6 etc and have a natrual waist size of 38 and you cant go down in at at all in sizes because of it, how would that work out?

Also the legal max waist sizes
Men: 32
Women: 36

It's pretty accurate, what is your complaint about it? Neither your source nor the Snopes one mention 'fat camps' and the Snopes one, like the NY Times one, admits that companies may be fined under this law.
