Is there any way to prioritize bandwidth for certain applications?

I know that you can change the priotitizing for devices, but is it possible to do the same thing but for applications? My brother keeps streaming Youtube on his computer so maybe if I could make Chrome go last? Is that even possible cause if so it would be great.

a programm called netlimiter can do it. but it costs something but it is well worth it you can throttle every programm/task with it.

Google QoS (Quality of Service), buy/get a router that supports it.
