racing games for pc where you can buy cars?

like you can do races, win money, buy cars with money, buy upgrades for them, etc, like gran turismo?
i tried forza 6 but theres just those tours to do and no where to buy cars, only can unlock them?

My dad has been looking for a game like this, due to the fact he's having a crisis from not having Gran Turismo Sport released yet. I think you would like Project Cars, but there is too much tinkering with your engine to actually win a race later on.

Forza counts as well. Not sure about PCars 2, but 1 had free race options and your car's largely restricted by which series you're playing in career mode.
