Their dev start cycle was similar, Paladins probably actually started later, as Blizzard takes forever to launch a game.
Paladins just came out first. They just use a similar game play style due to the popularity of the time. It's like movies that have the same plot that come out in the same year.

Paladins looks more World of warcraftish. Even though that is also a Blizzard thing.
