You mean there's not a single good Turn-Based RPG that is cheap or free?
outside of that, no real good turn based rpgs. but don't buy d:os 1... just get 2, so many improvements, plus it takes place 1200 years after 1 anyways, so no correlation.
if you save for d:os 2, it has more replayability than skyrim... truly limitless in its core game, not counting mods now or in the future. seriously... save the money for d:os 2.

Cthulhu saves the world is what kind of game I'm looking for, but the style of that game and the theme is kind of odd XD
I'll try it, and I'll try D;os 2 at some point.

It's a crossover 10th-anniversary game for the games that the devteam has made in the past. It's a lot less famous than their 5th-anniversary game, 100% Orange Juice, though. That's a virtual board/card game.
I'm not sure you're looking that specifically since you also mentioned Super Mario RPG. So I'm guessing you're just looking for turn-based JRPGs in general? A few years ago there were very few JRPGs on Steam (probably none, prior to 2010) but now there are a bunch. Here are some good choices:
This one has some strategy/tactical elements, though its main draw is its long and detailed story:

There are also a lot more I haven't personally tried yet, such as the Final Fantasy games (which include the classic turn-based JRPGs FFIII, FFIV, FFV, FFVI, FFVII, FFVIII, FFIX, and FFX, and apparently FFXIII is turn-based too?), and the Atelier games (which are more crafting-focused), as well as JRPGs that aren't entirely turn-based, like the Tales games (brawler battles), Ys games (direct-control 3/4-perspective action RPGs), Recettear (item shop + action RPG), Fortune Summoners (JRPG/metroidvania combo), The Sacred Tears True (which does involve a card-based mechanic which you said you didn't want but I'm not exactly sure how this card-based mechanic works myself), and many others including turn-based RPGs I'm not familiar with (e.g. LiEat, Pier Solar, Demon King Chronicle, Helen's Mysterious Castle, Millennium, Cthulhu Saves/Breath of Death, Celestian Tales, Cosmic Star Heroine, etc.) and non-turn-based RPGs or games with RPG elements (e.g. Eternal Senia, Fairy Bloom Freesia, etc.).
FWIW I have played FF 3 through 7 but just not their PC versions so maybe I should just plug those as well.

Aside from the final fantasy games, Valkyria Chronicles and Trails in the Sky, i wouldn't suggest 100% orange juice since it's more like a party game more than an RPG.
