So short answer is graphics card.
But if you have a really bad processor compared to the graphics card then the bottleneck appears. This means that your graphics card finishes work faster and has to wait for the processor to finish its work which can cause fps issues in most games no matter what settings you choose in game.
Don't know much about memory interface, but all i know is that bigger bit rate means more memory flows through which makes Anti Aliasing and some other stuff more manageable. So having 256bit is better, but i don't think there is a big difference tho... idk.

This is a interesting video explaining how graphics cards work. So graphics cards basically deal with textures, ligthning hitting vertices and so on, while cpu's deal with calculations and don't really do any graphical stuff. But increasing the workflow to the gpu while having a bootleneck will cause issues in most cases.
I had the same problem last year when i bought a gtx 750 ti while having a intel dual core 2.6 ghz. For example, before the upgrade cs go ran ~60 fps on medium-high settings but after the upgrade i barely got 30 fps on the lowest settings and on high settings it was ~15 fps. Interesting thing is that AC Black Flag ran better with the new graphics cards, even when on high it ran smooth. I'ts really comes down to how the game is made, what prioritizes more, the cpu or gpu.
Summary: Ultra textures will probably affect your fps.

Imagine, game with 2.73 GB Shader cache. That can affect CPU ?
