If you want a game that just has anime art, then yeah, basically any one of the great JRPGs and action RPGs on Steam should do. (I can't believe I'm saying this...just a few years ago Steam had none such games.) This includes all of the following:
* Recettear
* Trails in the Sky
* Tales of Symphonia
* Valkyria Chronicles
* anything from the Ys series (action RPGs)
They aren't the only RPGs; there's also a bunch of Final Fantasy stuff, Disgaea stuff, other Tales games, Atelier games, and more.
If you're specifically looking for a game with cutesy anime-style art, and doesn't have such a large-scale story, there's things like
* 100% Orange Juice (virtual board game, singleplayer and multiplayer)
* Fairy Bloom Freesia (arena brawler)
* One Way Heroics (turn-based roguelike)
* 200% Mixed Juice (small-scale Pokémon-like game, singleplayer and multiplayer
* eXceed 2nd and eXceed 3rd (bullet hell shmups)
* Gurumin (3D action platformer)
* Freedom Planet (2D action platformer)
* Eternal Senia (small-scale freeware action RPG)
* also various fighting games that I'm less familiar with
* and many others
If you're looking for something that is just stupidly fanservicey, either for cuteness or for sexual stuff, then they shouldn't be too hard to find. I guess there's the Sakura [whatever noun] series and the Nekopara series, off the top of my head. I don't like these games so I don't know them well enough to offer purchasing advice, sorry. Some of these also count as visual novels (see below).
First, there's several games in the One Piece, Dragon Ball, Naruto, etc. series, here on Steam. I haven't played any of them, since I'm not actually into any of those series myself, but they're there. Also a RWBY game too, if that counts as anime (I have watched some RWBY though I haven't picked up the game). I think some of them take gameplay inspiration from Dynasty Warriors, for whatever reason, so you have those massive battles. Some of the other ones are fighting games.
Second, if you want a game with its own plot but lots of anime tropes, there's basically anything from Idea Factory and Compile Heart. The Neptunia series, the Agarest War series, the Fairy Fencer games...to some extent, the non-IF/CH series Disgaea also counts. (I haven't played any of them so I can't offer recs, sorry.)
Finally, there are visual novels. These are basically just flip-through books with visuals and background music, though they often have multiple possible endings. Some of them are associated with certain anime series -- for example, Steins;Gate and Planetarian; the anime series is typically the adaptation of the VN which came first.
There are a lot of VNs, and do be warned of two things: (1) ones that focus on storytelling may be confused with fanservice-focused ones, and (2) dating sims are popular associated subgenre, though not all VNs are dating sims. If you wanna try out a decent VN for free, check out Narcissu. I've read very few VNs, but a couple I like (non-free) are Dysfunctional Systems ep. 1 and fault milestone one.
