7DtD is fun as it has a lot of cool base building and it the more complete and lengthy zombie survival experience.
I have got some issues with it however. First, due to the fact it's in EA the game will often require a new game when a large update rolls out. Which it quite annoying if you are trying to build a huge base.
Which also goes into my next gripe which is that you can only truly fortify a 15 block area out from your bed. Zombies can spawn in your fort if it goes beyond that.
There is also, as you mentioned, the fact that there is no real people in the game outside of multiplayer. There is also not any vehicles to drive outside of a mini bike.
State of Decay YOSE is completly different in that it focuses more on finding people and making supply runs with vehicles.
The people that you rescue can actually permanently die out on runs. The game generally has a much more arcade feel to it than 7DtD and feels much more like a fairly dated professionally developed console game. (as opposed to that cheesy "im an indie game made by three people in a living room office feel" you get with 7DtD)
State of Decay also has a much smaller map however. But it does have a fully functioning, albeit a bit cheesy, single player campaign.
This is honestly a really tough recommendation. I would say that currently 7DtD is more bother than it's worth right now for base building, but State of Decay doesnt have much in the way of base building though I personally think it is the better game.
I would honestly wait till State of Decay 2 comes out if I was in your position, or look for a different game that suites what you are looking for.
