Once I got over weird gameplay I noticed how much weird stuff is going on in the levels. Like buskers riding elephant around the town, submarine jumping with swordfish, mother pushing her teenage son in wheelbarrow around market, sumo wrestlers buried on construction site or kid with remote chasing people with drill tank around schoolyard.

There's quite a few games that come to mind, but I'll have to say Tokyo Mirage Sessions #FE, Red Alert 3 and Saints Row The Third immediately comes to mind.

Both games are ridiculously cheesy, and I love 'em.

Nah, All the Saints Row games to the third are good and are just the messier and louder brothers of GTA. The fourth one is the one you may call cheesy.
